GUILHERME W. D’OLIVEIRA MARTINS is graduated from Lisbon Catholic University in 1999 and obtained a PhD in Public Finance – Law School from the University of Lisbon in 2012.
Guilherme W. d'Oliveira Martins was a former Secretary of State for Infrastructures of Portuguese Government, with functions for more than 3 years in Public, Transport and Communications. He has guided his professional life for over 20 years by conciliation of the academic with practical experience in the business context. He was President of the Legislative Commission for the 2015 Portuguese Budget Framework Law and was member of the Commission for Reforming the Portuguese Tax Incentives in 2005.
He is Full Professor of Law School from the University of Lisbon (since 2000) and Instituto de Contabilidade e Administração de Lisboa. He teaches Public Finance for more than 20 years, including all the adjacent areas in the Economics and the Law.
A recognized Professor and lawyer with extensive experience in the national and international academic world, he has participated actively in the reformulation of public, fiscal and investment policies.
